You can submit a residency renewal application in Turkey as soon as sixty days remain until the end of your current residence, and the door remains open for you to request renewal until the expiration date of your residence, but it is always better to apply for residency renewal in Turkey early, and not to postpone that.
Here we must point out an important note that may be overlooked by many, and it has a negative impact on determining the renewal period of your stay, which is the date of the start of health insurance, you must obtain health insurance in Turkey on the date of the end of your current residence. Why? Suppose that your residency expires on 1/6/2020, so you are allowed to apply for residency renewal from 1/4/2020, so if the validity date of the health insurance at the time of application submission is 1/4/2020, then it will end on 1/4/2021 Thus, this will also be the end date of your new residency. If the validity date of the health insurance at the end of your current residency was 1/6/2020, it will end on 6/1/2021, and you will get a one-year renewal.
